The capacity to track foreign visitors better within the United States is a continued priority of the Immigration and Naturalization Service (INS) (Calvillo, 2014). Manifestations of this are the Student and Exchange Visitor Information System (SEVIS) system’s improvements designed to enable efficient tracking of international students attending institutions in the United States.
